An Interim Competition Economist is required by a Central Government Department to conduct a review of their current arrangements between public and private sector parties. Currently, EU Competition Law does not apply to non-profit making public sector organisations, however, given the increasing levels of private sector involvement within the Public Sector, there are ‘growing concerns' that this involvement could open up areas where this law might apply.
With this in mind, an Interim Competition Economist will be required to lead and advise on a number of key projects to support the refinement and revision policy to meet competition rules, review the current competition panel, implement a number of changes within procurement to ensure a ‘fair and level playing field' with regard to the types of organisations considered (and successful) in the future as well as providing ad-hoc advice on an ongoing basis to various stakeholders throughout the organisation.
It is essential to have an in-depth understanding of competition and economics. You will also be able to demonstrate a good understanding of the healthcare sector (preferably with direct experience of working with an NHS Organisation), as well as experience of managing and/or introducing competition principles in the Public Sector. Candidates with experience of working for a competition regulator in the UK or EU will be especially encouraged to apply. This exciting assignment is due to start in July 2009, is expected to last for 12 months and is based in London.
